Mr Chia Hock Lai, Co-Founder
Chia Hock Lai has close to 2 decades of experience in the financial and technology industry and previously worked in organizations like the Government Technology Agency of Singapore (GovTech) and NTUC Income. He is also an alumnus of the National University of Singapore (NUS) and Nanyang Technological University (NTU).
Besides being co-chairman of the Blockchain Association Singapore, he is also CEO to Switchnovate, and former and founding president of the Singapore Fintech Association.
The Blockchain Association Singapore is set up to facilitate collaboration between all market participants and stakeholders in the Blockchain & Digital Assets ecosystem. It is designed to be an effective platform for members to engage with multiple stakeholders to find solutions to issues and to promote best practices in a collaborative, open, and transparent manner.
Mr Chua Chek Ping,
Executive Director
Chua Chek Ping, is United Overseas Bank’s Executive Director and Head for Strategic Alliances and Fintech.
In his role, Chek Ping leads his team to work with Business and Functional teams to forge and expand strategic collaboration and partnerships with external parties operating in the Fintech and Digital ecosystems in line with Business objectives and strategies.
Prior to his current role, Chek Ping has over 20 years of commercial and corporate banking experience with DBS, HSBC and Bank of America Merrill Lynch (BAML), managing client relationships in the SME, commercial and large corporate space in multiple industry segments, including TMT, Healthcare, NBFI and Auto sectors, at the regional and global level.
Chek Ping spent 6 years in China between 2008 - 2014 to lead and build up the MNC client segment and team with HSBC and BAML. During his tenor in China, Chek Ping had experienced firsthand China’s rapid development and adoption of digital innovation and helped many of his MNC clients established a foothold in this complex market to tap on its tremendous opportunities.

Mr Quek Li Fei, Head of Private Clients and Banking & Finance practice
Li Fei is actively involved in advising on legal aspects of blockchain, cryptocurrency and ICOs (initial coin offerings), including legal and regulatory compliance, under Singapore law.
In addition, he has experience in acting for banks on varied transactions and in general corporate law, and also helps individuals a part of his private clients' practice, in estate planning, including the legal aspects of wealth management, advising on and setting up trusts and off-shore structures to secure their future and the future of their families.
His cross-border work on various debt and equity issues has involved lenders, borrowers and corporates in many jurisdictions including Indochina, the PRC, Korea, ASEAN, the Bahamas, Panama and the United Kingdom. He enjoys providing clients with clear thinking on matters that are often highly complex.
Li Fei heads the firm’s Banking and Finance and Private Clients teams and founded and heads the firm’s Blockchain, Cryptocurrency & Initial Coin Offerings (“BCI”) teams.
